The Bureau of Clinical and Preventive Services administers programs for reproductive health, children's special health, nutritional clinical services, immunizations, genetic counseling, newborn screening, sexually transmitted diseases, and women's health check. The bureau is organized into the following major programs.

The Bureau of Clinical and Preventative Services is administered by the Division of Public Health.

The Division of Health is organized to direct and provide a variety of public health services to the citizens of Idaho in cooperation with local and federal agencies.

Injury Prevention & Surveillance Program - 208-334-7328

Offers prevention information on several causes of injury including; poisoning, drowning, falls, motor vehicle crashes and bicycle and pedestrian safety.

The mission of the Environmental Health Program is to promote and protect the health of Idahoans by preventing or reducing exposure to environmental contaminants and hazards through collaboration, outreach, education, community involvement, and research.

*Environmental Health Education and Assessment Program. This program is responsible for assessing human health risks associated with exposure to toxic substances in Idaho's environment and informing and educating Idahoans about the identified health risks and ways to prevent or reduce exposure. Issues currently being addressed include conducting health assessments and environmental health education at hazardous waste sites and Superfund sites, addressing chemicals found in indoor and outdoor air, drinking water, and illicit drug labs, and working to assess health impacts of smoke from wildfire and agricultural burning.

*Indoor Environment Program. This program is responsible for informing and educating Idahoans about human health risks associated with exposure to indoor contaminants such as radon gas and lead-based paints and ways to prevent or reduce exposure.

*The Idaho Fish Consumption Advisory Program (IFCAP) informs Idahoans about possible contamination of water bodies that may impact fish and human health. By measuring the levels of contaminants in fish, IFCAP can advise the public on how much fish is safe to eat.

The primary role of the Idaho Bureau of Laboratories (IBL) is to provide laboratory services to support the programs of the Department, those delegated to the public health districts, and those of other state agencies. Through our four core service areas: testing, inspection, training, and outreach, the IBL identifies and monitors acute and chronic health threats with our public health partners. The bureau is organized in five sections:

1. Business Operations, managed by Tamara Hogg (334-2235 ext. 262). This section manages the bureau's administration, billing, budget, customer service, facilities, laboratory information management system, and shipping and receiving.
2. Clinical Analysis, managed by Colleen Greenwalt (334-2235 ext. 228). This section serves as the State's diagnostic and reference laboratory for the detection of pathogens in clinical specimens. The section maintains the bureau's Clinical Laboratory Improvement Amendments (CLIA) certification as a high-complexity clinical laboratory.
3. Environmental Analysis, managed by Ernie Bader (334-2235 ext. 290). This section provides chemical and microbiological analysis of water, soil, and food. The section maintains the bureau's Environmental Protection Agency (EPA) drinking water program certification and serves as the primary laboratory for the State's drinking water program.
4. Laboratory Improvement, managed by David Eisentrager (334-2235 ext. 245). This section registers all Idaho clinical laboratories with the Center for Medicare and Medicaid Services (CMS) and ensures compliance with state quality assurance regulations. Laboratory improvement personnel inspect selected clinical laboratories and all X-ray producing machines. The section also coordinates the bureau's continuing education teleconferences and webinars.
5. Laboratory Preparedness and Response, jointly managed by Biological Threat Coordinator Walt Delong (334-2235 ext. 252) and Chemical Threat Coordinator Michael Stevenson (334-2235 ext. 269). This section oversees the Idaho Laboratory Response Network Sentinel Laboratory System and provides 24/7/365 support for the confirmation of agents of biological or chemical terrorism.

The Family Planning, STD & HIV programs (FPSHP) contract with local community organizations and district health departments, utilizing federal funds from the Ryan White CARE Act,Centers for Disease Control and Prevention, Health Resources and Service Administration, and Office of Family Planning. Specific service areas include HIV/AIDS testing, case management, antiretroviral drugs, and prevention; and Reproductive healthcare.

The FPSHP is administered by the Bureau of Clinical and Preventive Services, Division of Health.

Hope Center is a Non-Profit Pro-Life Organization that offers Free pregnancy tests, Financial Aid classes, Practical and Informative Bible studies, and Pregnancy and Parenting Classes! All services are free and confidential.

Women's Life is an extension of St. Luke's RMC. In a convenient and comfortable atmosphere, this program provides answers to health care problems. Materials available on several issues concerning women including pregnancy/parenting, STD's, preventative
education and more.

Neonatal Support Group 381-2661 - for parents of NICU babies during initial hospitalization and beyond. Support is provided by volunteer parents with similar experiences. Meetings are held weekly.

Parents Plus Support Group. 208-841-9199. Focuses on helping parents whose children have physical or mental disabilities, serious or chronic health conditions and developmental delays. Anderson Center, St. Luke's Hospital, 7:00 p.m. - 9:00 p.m. - second Friday of each month. No spanish available. No fees.

Parenting and/or Pregnancy Support Services:
St. Luke's offers classes on every phase of childbirth and parenting issues. The classes are informative, useful and affordable. Call for specific details on times and costs which may be associated with the service or support group:

**Adolescent Pregnancy Prevention Program. The goal of this program is to postpone adolescent sexual activity and to decrease adolescent pregnancies by using comprehensive sex education. This program works in partnership with a number of state and community partners to provide comprehensive sex education at the local level.

This program provides a comprehensive pregnancy prevention for high school students.

The Diabetes Control Program coordinates with Idaho health system efforts to reduce diabetes and its complications through public and professional education and awareness programs and promote standards of diabetes care. *Injury Prevention Program
The Injury Prevention Program provides exercise information to seniors over 65 to increase flexibility, strength, balance, and endurance.

*Oral Health Program
The Oral Health Program, funded by the Maternal and Child Health Title V Block Grant, is a population-based program to promote oral health and prevent dental disease. Local oral health programs are conducted through contracts with the state's seven district health departments to conduct school-based fluoride mouth rinse programs.

*Tobacco Prevention, Control and Cessation Program
The Tobacco Prevention and Control Program addresses smoking and spit tobacco prevention, as well as environmental (secondhand) tobacco smoke clean indoor air through education and advocacy targeted toward influencing behavioral, environmental and policy changes. The Idaho Tobacco Millenium Funds allow the local public health departments to coordinate free tobacco cessation classes for pregnant women, youth, and adults.

Project Safe Place is a network of safe locations throughout the community where youth victims, youth at risk or youth in danger can turn for help. The Safe Place locations have trained individuals who participate in the Safe Place program. They will assess the situation and make the appropriate referral or contact. Safe Place Sites are limited to business locations and public buildings. Currently, there are 85 businesses and public buildings that are Safe Place locations in Pocatello, Chubbuck, Inkom, American Falls, Fort. Hall, Lava, Downey, and McCammon.

Hotline is staffed 24 hours per day by volunteers. Provides a variety of intervention, treatment and support services to youth and families in Bannock County.

Family Counseling Program provides crises intervention, individual and family counseling, mediation services and competency building on an outpatient basis to at risk youth and their families. Program includes the following components: Child Custody & Family Mediation; Victim Assistance Counseling; Victim/Offender Mediation; Testing & Assessment; Social Skills/Anger Management; Competency Building.

Out of Home Placement Program provides 8 out of home placements for young people in the custody of the State under Child Protection or Childrens Mental Health. Out of care is provided in the following two settings:
**Transitional Group Care Project - structured group care for adolescents in the custody of the State of Idaho.
**Treatment Family Program - a professional foster care program providing community based and family centered treatment to young people in State custody.

Bannock House provides emergency shelter, counseling and aftercare services to runaway & homeless youth and their families.

Runaway Homeless Youth Project provides emergency shelter only for adolescents. Counseling and aftercare services to runaway and homeless. They can house 13 youths, co-ed from ages 10-1.

Programs are administered by the Bannock Youth Foundation, a private, non-profit organization that has been providing a variety of intervention, treatment and support to youth and families in Bannock County since 1978.

Supportive Services for Veterans Families (SSVF) (Eligibility up to 50% of HUD Area Median Income)
Case Management and supportive services to help Veterans facing loss of housing or experiencing homelessness obtain or maintain permanent housing and achieve household stability goals.

GED Assistance (Eligibility up to 125% of Federal Poverty Level):
Payment for GED preparation and testing through the College of Western Idaho. Please follow the link for further information http://www.cwidaho.cc/adult-basic-education/ . Available at the Boise Resource Center, Mountain Home, and Homedale offices.

Educational Resource Assistance (Eligibility up to 125% of Federal Poverty Level):
Co-Payment assistance up to $65.00 for middle and high school student program, class fee, and supplies. Vouchers also available to adults for parenting classes and employment related certifications. Available at the Boise Community Resource Center, Mountain Home, and Homedale locations during July and August each year.

Energy Assistance Program (Eligibility up to 150% of Federal Poverty Level):
Assistance for low income households with winter heating costs and energy efficiency. Available during November through April by appointment only. To schedule an appointment please call (208) 322-1242.

Telephone Assistance (Eligibility up to 133% of Federal Poverty Level):
Application processing for reduced basic telephone services and rates. Eligibility is limited to 133% of poverty guidelines. Available at the Garden City office.

Weatherization Assistance Program (Request current income guidelines when calling):
The Weatherization Assistance Program assists income-eligible families and individuals by reducing their heating/cooling costs and improving the safety of their homes by providing energy efficiency measures. Please call (208) 377-0700.

HIV Testing, Counseling and Education (Eligibility based on risk factors, not income):
Free OraQuick Advance rapid testing and results for HIV with counseling on site at various outreach van locations. Individual HIV prevention and risk reduction education. (208) 345-8994.

Outreach to persons experiencing homelessness. Screening for HUD, VA and other community housing programs.
