Programs that offer health screening services for neonates which are designed to prevent physical problems, intellectual disabilities and premature death through the early detection and treatment of genetic disorders which may not otherwise be detected until irreversible damage has occurred. A drop of blood is taken from each infant's heel prior to discharge and sent to a laboratory for analysis. A repeat specimen is recommended one to two weeks after birth if the original sample was taken within the first 24 hours of life. Newborn hearing screening is also available in some areas. Screening newborns for endocrine, hemoglobin, CF and metabolic disorders. Idaho is part of the Northwest Regional Newborn Screening Program, located in Oregon. Contact information is for Idaho Newborn Screening Education Coordinator. The Northwest Regional Newborn Screening Program screens newborns for endocrine, hemoglobin, cystic fibrosis, and metabolic disorders - identifying infants who need immediate treatment to prevent developmental problems, mental retardation or death. Identified infants are tracked to ensure they receive appropriate medical care.

Eligibility: The Council serves as an advocate for all Idahoans who are deaf or hard of hearing.
Services Provided: The Council provides direct services and is involved in public and private sector programs and policies as they relate to persons with hearing impairments. The Council's goal is to improve the quality of life for Idahoans who are deaf or hard of hearing by providing services such as newsletters, brochures, workshops on communication access, information and referral, advocacy, assistive device demonstration centers and workshops, and by coordinating and advocating for increases in services and access to services provided by other agencies. The Council serves as a resource for other state agencies regarding the needs of persons with hearing impairments and how to meet those needs.

The Council provides demonstration and loan of assistive devices for people who are deaf or hard of hearing through demonstration centers throughout Idaho. There are 7 centers located in Moscow, Boise, Twin Falls, Idaho State University, Caldwell, Coeur D'Alene and Idaho Falls. The Council has a small grant program administered by United Cerebral Palsy to help people purchase assistive devices. Application can be made at the demonstration and loan centers.

Numerous brochures are available from the Council on the requirements of the ADA Act for public and private agencies to provide reasonable accommodations and communication access for Idahoans who are deaf or hard of hearing; a statewide directory of sign language and oral interpreters; Help and Hope, a Resource Guide for Parents of a Child with a Hearing Loss; Opportunity, a newsletter published quarterly.

Services Provided:

Regional Developmental Disabilities Program services are designed to meet the

needs of people with developmental disabilities and their families. Services include

evaluation, diagnosis, referral, information, guardianships and commitments,

service coordination, respite care, and family supports. Also provides therapy,

such as: developmental, speech, psychological, physical and occupational, and

disseminates information regarding private providers of developmental disability

services.

The Idaho Infant Toddler Program provides early intervention services to help families support their infants and toddlers (birth to 36 months) to reach their maximum potential.

Early Intervention Services meet developmental needs of the child and needs of the family to support the child's development.

The Idaho Infant Toddler Program is organized around multidisciplinary teams of therapists who are experts in helping children learn to talk, move, think, eat and participate more fully in their family's daily activities.

The Family and Community Services Adult DD program provides services to

individuals who have developmental disabilities including court ordered

guardianship, commitment and competency evaluations, placement coordination to

the Idaho State School and Hospital, non-Medicaid crisis intervention and service

coordination, and community resource development.

The Regional Developmental Disabilities Program is administered by the Division of

Family and Community Services.

Services Provided:

Babies cannot tell you if they have a hearing problem. For this reason, Idaho Sound Beginnings is dedicated to ensuring provision of newborn hearing screening for all babies born in Idaho. Children begin to listen, learn, and communicate the moment they are born. Even a small hearing loss can lead to delays in learning and language skills. All Idaho birthing hospitals provide newborn hearing screening before discharge. Babies born outside of a hospital setting can also receive newborn hearing screenings through the Infant Toddler program in your area.
