The commission regulates investor-owned or privately-owned utilities that provide gas, water, electricity or telephone service for profit. Examples are: Idaho Power, Intermountain Gas, Century Link and United Water of Idaho.
In addition to rates, billing issues, quality of service and customer relations, the commission is also responsible for safe operations of the utilities it regulates including inspection of gas pipelines. Also Assists with resolving problems or questions regarding Utility Bills, disconnection of service, service reliability or outages or other issues.
The Commission does not regulate utility cooperatives (owned by the customers) or utilities operated by municipalities like the City of Weiser. Many cities own and operate electric, sewer and water utilities. The commission has no jurisdiction over these operations or over any sewer operations. A regulated water company may also provide sewer service, but the commission would only regulate the company's water operations.
The commission does not regulate interstate long distance rates or payphone rates. The commission also does not regulate cell phones, fax machines, voicemail services, internet services or digital subscriber lines (DSL).
The commission does not regulate cable TV or satellite TV.
The commission also oversees the safe operation of railroads in the state and enforces state and federal regulations safeguarding the transportation of hazardous materials by rail. It also inspects railroad crossings and clearances for safety and maintenance deficiencies. The commission reviews railroad abandonment proposals and determines the affect on Idaho, it then represents the state before the federal Surface Transportation Board.

*Emergency Men and Women's Shelters - Space is available on a first come first serve basis. These are drug free and alcohol free facilities. They also offer information and referral to other agencies that are able to help with their problems.
*Social Service Office - This program offers emergency items from their Thrift Store, emergency financial assistance (rent, utilities). First come first serve as long as funds are available. Gas Voucher Assistance, but must show proof of Car Insurance. Hours 9:00 a.m - 5:00 p.m.
Sub 20 degree weather will activate the 2 St Vincent de Paul Warming Centers. The Warming centers will be open Friday, December 3, Saturday, December 4 and Sunday, December 5 with the outlook of being open Monday night a very real possibility depending on the temperature.
The Post Falls Shelter located at 202 W. 7th Street in Post Falls, behind the Post Falls St Vincent de Paul Thrift Store, in the Kamps Apartment basement. And the Coeur dAlene Shelter located at 117 E Walnut. Between the 2 sites St Vincent de Paul is able to shelter 62 individuals and will have available sleeping bags, blankets, gloves, stocking caps, coats, a full bathroom, warm food and drinks..
Because of the need St Vincent de Paul is needing donation of warm food at both locations.
The Warming Center will be open from 7pm-7am as long as the weather falls below 20 degrees or a 20 degree wind chill. If you are able to help or donate please contact Warming Center Coordinator Joe Hutchinson at 208-699-7886.
