District Liaisons provide information and services to county juvenile probation departments, legislators and county elected officials, school district officials, and the community. The liaisons assist in developing alternative interventions, prevention and diversion programs to keep youth from being committed to state custody and to speed the transition back to the community after treatment. District liaisons analyze and make recommendations to address a variety of complex cases and issues.

The State of Idaho Legislative policy states the Juvenile Corrections System will be based on the Balanced Approach: Accountability, Competency Development, and Community Protection

Where a juvenile has been found to be within the purview of the Juvenile Corrections Act, the Court shall impose a sentence that will protect the community, hold the juvenile accountable for his/her actions, and assist the juvenile in developing skills to become a contributing member of a diverse community.

Detention Center: The purpose of the Mini-Cassia Juvenile Detention Center is to provide both counties with a secure facility to place juvenile offenders who are deemed to be a risk to the safety of their respective communities, to assure juvenile offenders appear for scheduled court hearings, and to provide the juvenile court with a short term, alternative sentencing option.

3-B provides Juvenile detention services for the surrounding counties including Bonneville, Bingham, and Butte Counties in Southeast Idaho. 3-B also contracts with outside counties to provide secure housing for juveniles ordered to be in detention.
3-B has a clinical staff that provides assessments for substance abuse and mental health diagnosis. Clinicians complete assessments/screenings. 3-B uses the Massachusetts Youth Screening Instrument-Second Version (MAYSI-2). The clinician provides information to juvenile probation officers, and works with parent/legal guardians to identify services in the community.
3-B collaborates with Juvenile Probation Officers, Judges, and community partners to help juvenile offenders develop competencies, protect victims of juvenile crime, and the public at large.

Target Population

-Ages 13-20 years
-Statewide placements, with focus on juveniles from Idaho's 18 western and southern counties
-Juveniles with significant substance abuse issues and co-occurring disorders (mental health disorder and diagnosed substance abuse disorder)

Juveniles are held in the detention center on an order from the court and/or if they are deemed a risk to the community, a risk to self, or at risk to flee the jurisdiction before their next court hearing. A Judge may order placement of a juvenile into detention after a hearing has been held on a matter. Police filing criminal complaints on juveniles may also bring them to detention. There are established criteria that the detention center and the police must follow to detain juveniles. Juveniles admitted from the community in this manner will attend a detention hearing, where charges are arraigned, and a Judge determines whether the juvenile can be safely released to the community. The detention hearing is scheduled in front of a juvenile Judge within 24 hours of admission, excluding weekends and holidays.
